Initial Child Protection Conference Actions

1. Agreement that case should progress to initial child protection conference First line social work manager in consultation with the Police and Health following a strategy meeting or discussion On completion of s.47 enquiries. The ICPC needs to take place within 15 working days of the outcome of the strategy meeting or discussion
2. Conference to be booked with the CP Administrator, Business Support Social worker Within 1 working day of above decision
3. Invites to be sent out for conference. The invitations to the family to include leaflets to the parents or carers as well as the children explaining the CP process. CP Administrator, Business Support At least 5 working days prior to the ICPC
4. The reasons for the conference, the process of conference and what a Child Protection Plan means to be explained to parents / those with parental responsibility and where appropriate children and young people. Discussion to take place about whether the family need to make alternative child care arrangements (see Section 3, If Parents/Children Choose Not to Attend). Social worker Within 5 working days of decision to take case to conference
5. Report for conference (see Section 1, Reports to Conference) to be completed and sent to manager for countersigning Social worker 5 working days before conference
6. Report to be countersigned by manager First line social work manager 3 working days before conference
7. Report to be shared with parents / those with parental responsibility and child (where appropriate) Social worker At least 2 working days before conference
8. Report to be made available for conference chair and CP Administrator, Business Support Social worker / Business support At least 2 working days before conference
9. Attend conference and present their analysis to date Social worker and first line social work manager Day of conference
10. Appoint the council as the lead statutory body and a lead social worker in the council who is qualified and experienced Conference Day of conference
11. Identify Core Group members of professionals and family members and decide frequency of meetings, production of plan and review meetings Conference Day of conference then at timescale determined by conference. The first Core Group Meeting needs to take place within 10 days of the ICPC
12. Agree outline child protection plan to include a clear sense of how much improvement is needed, by when, so that success can be judged clearly Conference Day of conference, with timescale set for core group to produce the full plan
13. Ensure action follows the decisions and recommendations of the conference Social worker and first line social work manager at the regular core group meetings Timescale as specified by conference
